The Rulebook

Every member agrees to this ruleset on joining. It's organised so staff decisions stay consistent and appeals stay fair.

General Rules

1.1: Community Rules

The Community Rules apply to all community assets at all times. These rules can be found within the BOPRP Discord under the #community-guidelines channel.

1.2: Maturity

All players are responsible for the actions performed on their account at all times. Claiming that another person was using your account will not be accepted as a defense for any rule violations. It is your responsibility to ensure that your account remains secure and is only used in accordance with community rules. All members are expected to conduct themselves in a mature, respectful, and professional manner while participating in the community, whether in-game, on Discord, or through any other community platform. Actions that negatively impact the experience of other members, disrupt roleplay, create unnecessary conflict, or damage the reputation of the community may result in administrative action. Any player deemed to be acting immaturely, engaging in disruptive behaviour, trolling, harassment, bullying, or intentionally causing issues within the community may be subject to warnings, suspensions, or removal from the community at the discretion of the administration team. Discrimination of any kind is strictly prohibited. This includes, but is not limited to: • Racism or racial slurs • Sexism or gender-based discrimination • Homophobia or discrimination based on sexual orientation • Religious discrimination or harassment • Discrimination based on nationality, ethnicity, disability, or any other protected characteristic • The use of hate speech, offensive stereotypes, or discriminatory language, whether intended as a joke or otherwise Members are expected to treat all players with respect regardless of personal differences. Creating a welcoming and inclusive environment is the responsibility of every member of the community. Administrative action for breaches of this policy may range from a verbal warning to a permanent ban, depending on the severity and frequency of the behaviour. Repeated misconduct may result in escalating penalties without further warning.

1.3: Common Sense

Players are expected to act reasonably, use common sense, and engage in good faith at all times. Staff may take action if a player's behaviour negatively impacts roleplay, fairness, or the overall community experience.

1.4: Microphone

A working microphone or headset with push-to-talk enabled is required to play on the server. Players without a functioning microphone will not be permitted to participate.

1.5: Client-Side Modifications

The use of client-side mod menus, injected software, or any unauthorised tools to modify or gain an advantage on the server is strictly prohibited and will result in a permanent ban. Visual-only modifications are permitted, provided they do not provide any gameplay advantage. If you are unsure whether a modification is allowed, consult a member of the Staff Team prior to use.

1.6: Your Expectation

If you encounter unintended features or bugs, such as increased movement speed, abnormal jumping ability, clipping through objects, or accessing/spawning restricted vehicles, you must report this to a member of the Staff Team immediately. Exploiting game mechanics, bugs, or permissions in a way that provides an unfair advantage or negatively impacts roleplay is strictly prohibited and will result in disciplinary action, including temporary or permanent bans at the discretion of staff.

1.7: Trolling

Trolling in any form is strictly prohibited. This includes any behaviour intended to disrupt, derail, or negatively impact roleplay. Examples include, but are not limited to: RDM/VDM, screaming over radio channels, spamming voice or radio communications with music or noise, or intentionally creating chaotic or unrealistic situations. This rule is enforced under a zero-tolerance policy and will result in immediate administrative action.

1.8: Meta Gaming

Meta gaming is the use or sharing of information that would not normally be available to your character within a roleplay scenario in order to gain an advantage. This includes, but is not limited to: acting on out-of-character information, responding to emergency calls not intended for your role or service, or using external sources such as live streams to influence in-character actions. Meta gaming is strictly prohibited and will result in administrative action.

1.9: New Life Rule (NLR)

If you are "GTA dead," your character is considered incapacitated and unable to continue participating in the current scene. You must engage in appropriate medical roleplay following incapacitation or death. Simply using commands such as /me dead without roleplay is not permitted and may be treated as Fail Roleplay or No Intent to Roleplay. Once your character has died, been transported by Ambulance, or removed via a hospital script, you may not return to or re-engage with the original scene. You may continue roleplay elsewhere, provided it is unrelated. This restriction also applies to connected or ongoing scenes involving the same individuals, priorities, or incidents across the map. Memory Clause: Upon being revived or respawning, your character does not retain memory of the events that directly led to their incapacitation or death. You may not use any prior knowledge from that scene to influence future roleplay. Investigation Exception: To support in-depth and meaningful investigations, players may contribute to investigative roleplay following their incapacitation or death, provided it is done through realistic means (e.g., statements given prior to losing consciousness, evidence gathered by law enforcement, CCTV, witness accounts, or official reports). Players must not suddenly "remember" events that occurred during the scene or use out-of-character knowledge to progress an investigation. This rule applies to all players equally, including civilians and emergency services, to maintain fairness, consistency, and roleplay immersion.

1.10: Fear for Life

Players must appropriately roleplay Fear for Life when confronted with a clear and immediate threat to their safety. This includes, but is not limited to: • Having a weapon aimed at you • Being significantly outnumbered with no reasonable means of escape • Being physically overpowered or restrained • Being in a situation where non-compliance would realistically result in serious injury or death Players are expected to act in a manner that prioritises their character's survival and well-being. Failure to comply with realistic Fear for Life expectations may be considered Fail Roleplay (FRP) and result in administrative action.

General Roleplay Rules

2.1: Interjecting

You must not inject or interrupt other roleplay situations. The only time you may interrupt or join a roleplay situation is when there has been a request for your attendance, and both parties have agreed to it.

2.1.2: Baiting

Players must not engage in Civ/Cop baiting. All interactions with Law Enforcement and Emergency Services must be driven by meaningful and realistic roleplay, not solely to provoke a chase, scene, or reaction. This applies to all parties, including Emergency Services, who must not bait civilians into interactions for the purpose of creating roleplay scenarios. Engaging in baiting behaviour may be considered Fail Roleplay (FRP) and will result in administrative action.

2.2: Radio

Players must use radio communications appropriately at all times and in accordance with roleplay standards. 2.2.1: Players must ensure they are in the correct radio channels relevant to their role or situation. 2.2.2: Players must maintain proper Radio Telephone Operator (RTO) procedures at all times. 2.2.3: Players must use appropriate and accurate call signs at all times. 2.2.4: Civilians are not permitted to access or use emergency service radio channels under any circumstances. 2.2.5: Players must value their life at all times and act accordingly when faced with a credible threat of serious harm or death. Failure to comply with reasonable demands, or acting in a way that disregards personal safety without clear and believable justification, may be considered Fail Roleplay (FRP) and will result in administrative action.

2.3: Chain of Command

Players must follow the established Chain of Command at all times. Higher-ranking members may assume command of a scene and assign tasks as required. Players are expected to follow lawful and reasonable instructions given by those in command. For guidance on rank structures within Ambulance, Fire, and Police, refer to the relevant service information channels. Failure to follow instructions or disregard the Chain of Command may be considered Fail Roleplay (FRP) and/or result in internal leadership or administrative action.

2.4: Zoning

Zoning rules define areas with specific roleplay restrictions. All players are expected to understand and adhere to these zones at all times.

2.4.1: Green Zones

Green Zones include all Police Stations, Ambulance Stations, Hospitals, and Fire Stations. These areas are designated as zero-hostility zones. Hostile roleplay may not be initiated or brought into these areas under any circumstances. This includes, but is not limited to: starting fires, breaking and entering, theft, or damaging emergency service vehicles.

2.4.2: Black Zones

The Aircraft Carrier, Fort Zancudo, and Cayo Island are designated as Black Zones. These areas are strictly off-limits without prior approval from Staff. Access must be requested through a support ticket in the Discord.

2.5: Emergency Service Interaction

2.5.1: Police must not stop, detain, arrest, or otherwise take enforcement action against other Emergency Service personnel. Any misconduct by Emergency Services members should be reported to the appropriate service leadership. 2.5.2: Tackle cuffing or instant cuffing is strictly prohibited. Players may not apply cuffs while actively tackling an offender. 2.5.3: Offenders must be stationary for a minimum of two (2) full seconds before being cuffed. Cuffing while an offender is moving or fleeing is not permitted. 2.5.4: Police are not permitted to deploy a taser from within a vehicle. Doing so will be considered Fail Roleplay (FRP). 2.5.5: All Emergency Services personnel are strictly prohibited from engaging in any form of corruption. Violations will be dealt with severely by both Staff and the relevant Leadership Team.

2.6: Out of Character Moments

Roleplay should be maintained at all times while in-game. Players are expected to remain in character and avoid using Out of Character (OOC) communication during roleplay scenarios. OOC communication is only permitted when actively interacting with a staff member regarding a staff situation, report, or administrative matter. OOC should not be used to resolve roleplay disputes, explain actions, argue with other players, or discuss server rules during an active scene. If you have an issue with another player, believe a rule has been broken, or require staff assistance, you must submit a report or create a support ticket through Discord. Do not interrupt ongoing roleplay to discuss rule violations or administrative concerns. Failure to remain in character or excessive use of OOC communication may result in administrative action.

Interacting with Staff

3.1: Staff Instructions

Players must follow all instructions given by Staff members promptly and without delay. Failure to comply with Staff directions may result in administrative action. If a player disagrees with a decision, they may raise the matter through the appropriate channels after the situation has concluded. 3.1.1: Players must not argue, debate, or attempt to bypass Staff decisions during an active situation. All concerns or disputes must be handled after the scenario via the appropriate support channels. 3.1.2: Disrespect, abuse, or harassment towards Staff members, whether in-character or out-of-character, is strictly prohibited and will result in administrative action. 3.1.3: Players must not attempt to use roleplay to ignore, override, or interfere with Staff instructions or actions.

3.2: Hostility

Aggressive, hostile, disrespectful, or toxic behaviour towards Staff will not be tolerated under any circumstances. Any player found engaging in such behaviour may face immediate administrative action, including a kick or temporary ban, depending on the severity of the situation.

3.3: Evading Staff

Evading Staff is strictly prohibited. Players must not attempt to flee, harm, move away from, or otherwise avoid Staff members who are attempting to engage with them. Staff are present to assist, guide, and ensure a fair and enjoyable experience for all players. Any attempt to evade Staff interaction may result in immediate administrative action, including a kick or temporary ban, depending on the severity of the situation.

3.4: Impersonating Staff

Impersonating a Staff member is strictly prohibited under any circumstances. Players must not falsely claim to be Staff, represent themselves as having Staff authority, or attempt to use Staff status to influence others. Any instance of Staff impersonation will result in immediate administrative action.

3.5: Staff Conduct

If you believe you have been mistreated or unfairly handled by a Staff member, you may submit a report through the appropriate channels in the Discord. All reports will be reviewed by Server Management. Players are expected to remain respectful and provide clear, accurate information when raising concerns.

3.6: Multiple Accounts on a Single GTA or Steam Licence

If multiple accounts are used on a shared GTA or Steam licence, any administrative action taken against one account will apply to all associated or linked accounts. By sharing access, you accept full responsibility for all activity conducted under that licence. Claims that another individual (e.g., a friend or family member) was using the account will not be accepted as a defence. If you do not wish to be affected by this rule, you must not share your account or licence.

Use of Vehicles

4.1: Using Appropriate Vehicles

Vehicles must remain appropriate for your role and the current roleplay situation at all times. 4.1.1: Modifications to any emergency service vehicle must be approved by the appropriate Leadership Team. This includes, but is not limited to: rims, engine modifications, body panels, window tint, and ride height. 4.1.2: Vehicles that may negatively impact the experience of others must be reported to a Staff member and removed in a timely manner. This includes, but is not limited to: excessively large vehicles (e.g., submarines, dump trucks) and vehicles equipped with player-harming features such as mounted weapons, flamethrowers, or large spikes. 4.1.3: On-duty members of all Emergency Services must only operate vehicles appropriate to their role. For example, Police officers should not be actively operating civilian vehicles while on duty unless it is justified within roleplay, authorised by a supervisor, and the officer is able to produce a valid reason for operating that civilian vehicle when prompted by staff.

4.2: Player Responsibility

It is the responsibility of all players to ensure that any vehicle they are using is appropriate for their role and the current roleplay scenario. For Emergency Service vehicles, players must adhere to the guidelines set by their respective services: 4.2.1: Police, refer to the Police Vehicle Guidelines 4.2.2: Ambulance, refer to the Ambulance Vehicle Guidelines 4.2.3: Fire and Emergency, refer to the Fire and Emergency Vehicle Guidelines

Player Appearance and Weapons

5.1: Outfits

All players must wear clothing appropriate to their roleplay and the current scenario. Final determination of appropriateness rests with the active Staff. 5.1.1: All on-duty Emergency Service personnel must wear the correct uniform for their respective service at all times. This includes complying with any service-specific uniform policies and standards. 5.1.2: Civilians must wear clothing suitable for their roleplay character and scenario. Unrealistic or immersion-breaking outfits may be actioned. Civilians are not permitted to wear clothing that displays Police, Fire, or Ambulance branding, logos, or identifiers.

5.2: Weapons

All Emergency Services personnel must only use weapons that are authorised for their role and assignment. 5.2.1: Fire & Emergency and Ambulance New Zealand personnel are not permitted to carry or use any weapons under any circumstances. They may only use appropriate equipment relevant to their duties. 5.2.2: General Duties Police officers must not use specialist team weapons. These are restricted to authorised units only and may not be accessed or used without proper assignment or approval.

Civilian Expectations

6.1.1: Active QP/QVR

Players are required to maintain an active QP and QVR to allow Emergency Services to access and verify their information during roleplay. QP stands for Query Person and QVR stands for Query Vehicle Registration. While the process of creating and maintaining a QP/QVR is still being established, it remains the responsibility of civilian players to ensure their information is accurate and up to date.

6.1.2: Going Off Duty

Players must be off duty when roleplaying as a civilian. This can be done using the (TBC) command. Using (TBC) while acting as a civilian to access Emergency Service abilities, tools, or permissions is strictly prohibited and will be considered Fail Roleplay (FRP). Players must not switch duty status during an active roleplay scenario to avoid consequences, gain an advantage, or disrupt the flow of roleplay.

6.1.3: Going On Duty

Players must only go on duty when they intend to actively roleplay as a member of an Emergency Service. This can be done using the (TBC) command. Players must not go on duty during an active scenario to gain an advantage, access equipment, or influence an ongoing situation. Going on duty must be done in a realistic manner and at an appropriate location (e.g., station or designated area), unless otherwise authorised.

6.1.4: Off Duty Roleplay

There is no "off duty" roleplay. Players must either be actively on duty as an Emergency Service member or roleplaying as a civilian; there is no in-between state. The only exception to this rule applies to players who are setting up or creating characters or vehicles. This must be done outside of the active Area of Play (AOP) where possible, or in a hidden/non-disruptive area. An additional exception applies to civilians who are authorised to carry Fire Rescue New Zealand pagers. These players must follow all relevant FRNZ policies and procedures when engaging in such roleplay.

6.1.5: Interacting with Emergency Services

Civilians are required to actively contribute to roleplay by creating and engaging in scenarios involving Emergency Services. If a civilian interacts with Emergency Services, they must fully engage in the roleplay and may not disengage without valid in-character justification. Civilians must generate at least one (1) 111 call or meaningful roleplay scenario per hour of active play. When operating as a group, this requirement applies collectively (one call per group per hour). Failure to meet this requirement or demonstrate intent to contribute to roleplay will be considered No Intent to Roleplay (NITRP) and will result in administrative action. Enforcement will follow an escalation process: Warning, then Removal from Certified Civilian, then Temporary Ban, depending on severity and repetition. Players may travel or explore outside of the Area of Play (AOP); however, this must not be used to avoid interaction or participation in roleplay.

6.1.6: Outside of AOP

Civilians may travel and explore areas outside of the active Area of Play (AOP); however, no roleplay scenarios or 111 calls may be initiated outside of the AOP. All standard server rules remain in effect while outside of the AOP. This provision is intended to allow players to take a break from active roleplay or explore potential locations for future scenarios. It must not be used to avoid roleplay obligations or interaction with Emergency Services. Use of areas outside the AOP to avoid creating or engaging in roleplay will be considered No Intent to Roleplay (NITRP) and will be enforced in line with Section 6.1.5: Interacting with Emergency Services, including the escalation process.

6.2.1: Priorities

The priority system is used to manage high-intensity roleplay scenarios and ensure Emergency Services are not overwhelmed by multiple major incidents at once. The current priority status is displayed on the bottom left of your screen and will show one of the following: Inactive, Cooldown, or Active. When the status is Cooldown or Active, and you do not currently hold the active Priority, you must not initiate or participate in any priority-level roleplay scenario. Priorities may also be held or reserved by Staff for server events or planned scenarios. If the status is Inactive, and you wish to initiate a priority, you may claim it using /inp. Once your priority has concluded, you must use /cooldown to end it. Examples of Priority Actions include (but are not limited to): • Fleeing from Police • Hostage situations • Armed offender incidents The following actions are always considered a rule breach if done without an active priority: • Presenting or using a firearm • Using a melee weapon to attack any player (holding a melee weapon without attacking is permitted) • Entering a vehicle and continuing to flee • Getting back up and running after being tazed, sprayed, attacked by a dog, or hit by a vehicle • Attempting to flee or continuing to flee while cuffed • Shooting, attacking, stabbing, or otherwise harming Police • Events requiring a large-scale Police response (e.g., hostage situations, barricaded subjects, kidnappings) Additional Notes: Large-scale Fire scenarios (e.g., major fires) may also be considered priority-level events due to the required multi-agency response involving Fire, Police, and Ambulance. This rule is primarily enforced around Police interactions but applies to all large-scale Emergency Service scenarios. Staff discretion is final in all cases.

6.2.3: Restricted Civilian Roleplay

The following types of roleplay are strictly prohibited and may not be performed under any circumstances: 6.2.3.1: Any roleplay that is sexual in nature 6.2.3.2: Playing a character under the age of 18 6.2.3.3: Accessing or using Emergency Service radio channels as a civilian 6.2.3.4: Civ/Cop baiting 6.2.3.5: Discriminatory roleplay (including but not limited to religion, gender, ethnicity, or politics) 6.2.3.6: "Karen" roleplay (e.g., repeatedly demanding supervisors or being intentionally obstructive without meaningful roleplay value) 6.2.3.7: Use or possession of Police equipment 6.2.3.8: Mentally handicapped roleplay 6.2.3.9: Suicide, self-harm, or depression-based roleplay 6.2.3.10: Military or Military Police roleplay, including overseas military or enforcement entities 6.2.3.11: Scenes set in or involving Cayo Perico 6.2.3.12: Scenes involving six (6) or more civilians 6.2.3.13: Hitman or "killing for hire" roleplay 6.2.3.14: Stealing Emergency Service vehicles 6.2.3.15: Acts of terror (terrorism), including bomb threats 6.2.3.16: Fake hostage scenarios. All hostages must genuinely roleplay fear for their life and must not leave and return to the scene once taken hostage 6.2.3.17: All animal roleplay 6.2.3.18: Impersonation of Emergency Services roleplay

6.2.4: Specialised Scenes

The scenes listed below require prior approval from Staff to ensure they are conducted safely and provide a positive roleplay experience. Players must open a ticket and provide a clear outline of their planned scenario before proceeding. 6.2.4.1: Any scene involving the use of aircraft (e.g., helicopters or planes) to evade or escape Law Enforcement 6.2.4.2: Any commercial robbery involving four (4) or more civilians (e.g., banks, large-scale store robberies) 6.2.4.3: Scenarios involving more than three (3) armed civilians. All armed participants must be declared prior to the start of the priority. Armed roles may not be swapped or reassigned during the scene. If an armed participant is incapacitated, they may not be replaced 6.2.4.4: Any scenario where Emergency Services personnel are taken hostage 6.2.4.5: Any attempt to escape custody after being detained (e.g., fleeing while cuffed or attempting to break custody once secured by Police) 6.2.4.6: Any scenario expected to result in significant Emergency Service casualties (defined as 50% or more injured or downed personnel)
